Senior Program Manager is responsible for the design and implementation of Maram Foundation programs portfolio under the strategic direction and oversight of the Chief Executive Officer and Program Stakeholders.
He or She is responsible to manage and coordinate activities for all the different program departments and for overall success of Maram Foundation programs, setting up and implementing programs strategies, management and coordination of all program activities under one umbrella, to achieve greater coherence between, and consolidation of, individual activities, mainstreaming, smarter administrative, contracting and management processes.

Duties and Responsibilities
1. (KPI) Manage the overall work of the Program department in its various functional areas of Program Resource Management and analysis, Finance and Accounting, Human Resources, Procurement, Contracting, Risk analysis and Donor & partners Relations.
2. (KPI)Initiate and set goals, planning and developing programs from start to completion, set deadlines, milestones, processes, risks and operations, and evaluating their success according to Maram Foundation strategic objectives.
3. (KPI)Setting up and implementing programs strategies, fundraising to completion and delivery.
4. (KPI)Search for potential Donors and Partners to develop projects and activities. There are two main general strategies to fundraise. The first is to design projects in relation to specific calls. The second is to design projects that matter to Maram Foundation and the community and then contact potential donors asking whether they could become your partners independently from existing calls for project proposal.
5. (KPI)Allocate the right resources, supplies, for the staff, temporary workers and volunteers to complete their responsibilities in a safe environment to their highest potential, and propose an annual strategic training plan for the enhancement of employee capacity building of national and international partners.
6. (KPI)Design financial and contractual mechanisms for the Country Office according to donor /stakeholder best practices.
7. (KPI)Manage Grants with other departments:
a. Finance department all phases of financial planning, implementation, and completion
b. Logistic and Procurement department all procurement, inventory management and deliveries.
c. HR to provide all necessary skills.
d. Prepare grant financial, contractual documents and reports to be submitted for the approval by the CEO while monitoring and evaluating reviews as well as internal and external auditing including reporting to donors, partners and government counterparts.
e. Record keeping; documentation; reviews and completion for each grant.

8. (KPI)Provide periodic presentations and accurate information to CEO and key stakeholders on programs implementation, progress, implementation issues, results achieved, lessons-learned, risks and other relevant information required.
9. (KPI)Supervise and coordinate with the CEO and Monitoring and Evaluation Department (M&E) the preparation of key substantive reports and analyses required for the planning, management, monitoring and evaluation of resources utilized for each project under donor/partner funds.
10. (KPI)Supervise, assess performance and promote staff under position holder direct responsibility, provides necessary coaching and leadership to ensure quality and efficient services are delivered to beneficiaries, under donors and partners guidelines.
11. Raises awareness of Maram Foundation programs, services, and spread the word about Maram Foundation overall cause utilize essential interpersonal, communication, social media, and listening skills.
12. Build good relations with stakeholders to the highest ethical standards. Identify their strategies that benefit and complement the mission and vision of Maram Foundation.
13. Understands and communicates information regarding Maram Foundation, services, policies and procedures to new and existing stakeholders.
14. Apply alternative management approach and structuring for the programs department.
15. Enforce country regulations and laws.
16. Performs other related duties assigned by CEO.

Degree Requirements
1. Managing Maram Foundation Program Department require an unprecedented level of managerial skills, as well as a deep understanding of the socioeconomic and political context in which they operate.
2. Master degree in Social Science, Business Administration, Public Administration or relevant development discipline within International Organizations, Non-Governmental Organizations, Donors, Specific asset if worked in humanitarian context in conflict and post-conflict areas.
3. Minimum 10 years of relevant work experience, within a governmental, multilateral, civil society organization or donor in a multi-cultural setting. The incumbent must have 3 or more years of progressive responsibilities in fund management or program/project management.
4. Fluency in English and Arabic language, Turkish is a desirable asset.
5. Related coursework in a master’s degree in international relations often includes:
a. International relations theory
b. International security
c. International political economy
d. International organization
e. Foreign policy analysis

Job Requirements Related to the Syrian Conflict
1. Familiar with the Syrian conflict, Syrian NGOs and stakeholders

• In coordination with HR, Head of Programs, assist in training Maram program staff to build capacity for full and effective participation in health activities whilst conforming to the health authority protocols.

Function and Organizational Relationships 

Ultimate accountability for staff safety and security rests on the Executive Director/CEO, to enforce effective security risk management. Day-to-day management and responsibility for security shared across various levels in the Maram foundation department managers and personnel. 

The Security Officer at Maram Foundation for Relief and Development holds one of the most critical position within the foundation, and responsible for the biggest challenge facing the foundation and that is the security of personnel in north Syria. With growing insecurity, threats, and violence all personals are faced with growing insecurity, threats, and violence, working, and travelling in such unpredictable environments will always carry a degree of risk. 

The security officer is responsible to develop, implement monitor, and control a safer and more secure working environment for Maram foundation staff. However, this requires increased prioritization and resourcing of security risk management by the foundation security officer.  

 

Reports to:   CEO 

Sr. /Safety and Security Officer Job Responsibilities: 

1.      Implement Maram foundation approach to safety and security, including the policies, procedures and mechanisms which have been put in place to ensure effective security and risk management.  

2.      Understand and develop security plans, travel security procedures, security training, and incident reporting are the key parts of safety and security operating procedures.  

3.      Understand the risks and consider all foreseeable risks related to a particular location or activity.  

4.      Implement local and government Law enforcement in handling any potential violations. 

5.      Must be able to  

A. Identify the risks – Identify all security and safety threats that could affect staff, programs, or the foundation (including its reputation), and understand how, when, and why each threat might occur.  

B. Analyze the risks – undertake a comprehensive assessment to determine staff members’ exposure to the different threats identified. The security officer must assess each risk (threat and exposure to it) to determine the severity, considering the likelihood of it occurring and the potential impact should it occur, given the current measures and procedures in place.  

C. Evaluate the risks – with a good understanding of the foundation risk exposure, the security officer must make informed decisions on whether to accept certain risks or take extra actions to prevent or minimize them.  

D. Treat the risks – Security officer must be able to make immediate decisions to prevent or minimize/mitigate risk include reducing the risk, transferring the risk to, or sharing it with, other parties, or avoiding the risk by not undertaking that activity. Reducing security risks involves implementing different strategies that minimize the likelihood and/or impact of certain threats. These strategies are put into practice through the development of country, or area, security plans. 

E. Monitor and review – Security officer must continually review each part of the risk management process to ensure that current approaches and measures still are proper to the changing situation. Effective communication and consultation are integral to the risk management process. No individual can hold all the information needed to identify, analyze and mitigate the risks. It is, therefore, important to identify a range of stakeholders, both internal and external, who can aid you in this process. 

F. Acknowledgment of risk – managing security will not remove the risks. Security Officer must educate staff to appreciate, as part of their informed consent, that they are exposed to risk.  

G. Proportionate risk – the risk to staff must be assessed all the time and should be proportionate to the need for, and benefits of, certain activities, and to the ability of the Maram foundation to manage these risks.  

H. Equitable security – some individuals may be more vulnerable to certain threats than their colleagues. These individuals must know of the risks, and personal security, restrictions/measures should not discriminate against individuals based on their personal characteristics.  

I. Work close with local authorities, camp security and stakeholders;  

6.      Must be able to identify right to withdraw – all staff should have the right to withdraw from or refuse to take up work in an area due to security concerns.  

7.      Must decides when to suspend activities or withdraw staff from situations that it considers to be too dangerous. Staff do not have a right to remain in a location when directed to withdraw from it by CEO.  

8.      Establish mitigation measures – The Security officer must develop comprehensive up-to-date plans, procedures and mechanisms and must be in place to mitigate the risks that exist in a location or associated with a specific activity.  

9.      Develop emergency plans – detailed plans, measures and assistance must be in place to respond to emergency situations involving staff, regardless of the location.  

10.   Ensure informed consent – staff must understand and accept the risks they face and the measures in place to manage them. There must be a process in place to document their understanding of the risks and their role in managing them. However, such documents will not provide a legal waiver in a court of law.  

11.   Raise awareness – staff must receive detailed, up-to-date information and guidance, and in many cases training, related to the risks that they face.  

12.   Provide support – organizations must have support and insurance in place to aid staff and Maram Foundation managed camps affected by an incident. Duty of care responsibilities apply equally in both high- and low- risk environments. However, it is expected that Maram foundation takes even greater responsibility for staff and beneficiaries in higher risk situations.  

13.   Use automated applications to report incidents and near misses, and of sharing their security concerns. Must and capture incidents. 

14.   Establish security forums and presentations – Must be involved in various meetings or mechanisms within the foundation or represent the foundation where security issues and challenges are raised and discussed.  

15.   Monitor and review – undertake periodic reviews of the foundation’s security approach and management framework, and their implementation, to ensure the framework is effective.  

16.   Enforce accountability – set up a mechanism to hold people accountable for security, and security risk management and responsibilities in staff performance reviews.  

17.   Resourcing security – There are inevitable costs associated with managing security. Developing and rolling out a comprehensive approach to security risk management can take considerable time and financial resources – both limited commodities in all organizations. 

18.   Establish Crises Management procedure and control 

A. Death or severe injury of a staff member;  

B. Death or severe injury of a third party because of actions by staff or the organization’s activities; 

C. Serious security deterioration or a specific threat that directly affects the security of staff;  

D.  Mass-casualty incident (for example, natural disasters, bombings, or attacks) affecting staff; Physical assault or sexual violence against a staff member;  

E.  Abduction, kidnapping, arrest, or detention involving staff;  

F.   Any security incident likely to result in damaging representation in the media 

Qualifications 

Minimum Bachelor’s degree in risk, economy, accounting, Business Administration, or any other related area; 

1.     At least three years of relevant experience in the following; 

·  Personal security awareness – aimed at individuals who work in or travel to moderate-risk environments. Supplies basic personal awareness about security risks and how to reduce and respond to them.  

·   Advanced personal security awareness or Hostile Environment Provides intensive, threat-specific personal security training, including simulation exercises.  

·  Security risk management –security risk management responsibilities (security focal points, program managers and members of senior management). Introduces the core concepts of security risk management and helps develop skills in security risk assessment, operational security risk management and critical incident management.  

2.     Crisis management – aimed at members of senior management or crisis management teams (at headquarters and country levels). It provides awareness of the principles and actions involved in responding to critical incidents or crisis situations.  

3.     Previous experience in relief and development preferably in an international organization; 

4.     Ability to listen, communicate (written and verbal), and follow-up effectively with all staffing levels and Ability to multi-task, prioritize and work efficiently 

5.     Strong local credentials in the given area inside Syria; 

6.     Ability to manage important and fast response in a fast-paced ever-changing work environment.

Summary and Organization Relation

the Finance Officer Performs accounts payable accounting function including receiving and matching invoices, account coding, preparation of disbursements and accounts payable related record keeping. The Finance Officer coordinates activities with Sub-offices, bookkeeps, Warehouse Officer and Projects Managers. The Finance Officer reports directly to Finance Manager.

Main Duties and Responsibilities

  • Prepare financial reports and with supporting documents for Donor on Monthly basis.
  • Review all expenditures (invoices, contracts,.. ) and ensure that they are legally accurate and within the budgets and make sure that all payments are properly allocated to the projects in accounting system according to the financial procedures.
  • Scan all supporting documents on weekly basis to ensure up-to-date information is available as and when required.
  • Maintaining up-to-date files of all financial data and archives in an organized and secured manner.
  • Assist Finance team in HQ in all audits whether external, Internal, or Project audits.
  • Performs other related tasks and duties assigned by Finance Manager.

Minimum Education, Qualifications & Experience Required

  • Bachelor’s degree in Finance/ Economics
  • Minimum 1 year of experience in Finance position.
  • Good Knowledge of: budget control, cash-flow, B.V.A., spending plan.
  • Computer literate with good MS Office skills in Outlook and OneDrive.

Finance Assistant (Gaziantep)

Summary and Organization Relation

the Finance Officer Performs accounts payable accounting function including receiving and matching invoices, account coding, preparation of disbursements and accounts payable related record keeping. The Finance Officer coordinates activities with Sub-offices, bookkeeps, Warehouse Officer and Projects Managers. The Finance Officer reports directly to Finance Manager.

Main Duties and Responsibilities

  • Check, process and record all payments, administer invoices and expenses claims received, code items to agreed budgets, and action payments.
  • Reconcile transactions on computer and bank statements and ensure that all accounts balance.
  • Maintain proper records for all the above on computer book keeping package and filing of all relevant paperwork.
  • Ensure monthly document scans are done with all backup paperwork and full signatures;
    Daily bookkeeping, including documentation and processing of payment vouchers;
  • Keep office documentation and filing systems up to date.
  • Maintain an electronic filing / archiving system of Requests for Payment, and any Claims of expenses processed on a timely basis; properly label files and arrange in a systematic order for ease of retrieval.
  • Performs other related tasks and duties assigned by the Finance Manager.

Minimum Education, Qualifications & Experience Required

  • Bachelor’s degree in Finance/ Economics
  • Minimum 1 year of experience in Finance position.
  • Good Knowledge of: budget control, cash-flow, B.V.A., spending plan.
    Computer literate with good MS Office skills in Outlook and OneDrive.
    Advance level in Excel.
  • Good experience with accounting software specially QuickBooks Online.
    Analytical skills and good attention to details.
  • Ability to communicate in English (Writing and Speaking) is essential.
    Experience in humanitarian field is a plus.
  • Turkish Language is a plus.

-المشاركة في طرح الافكار المناسبة لتغطية مشاريع المؤسسة وتوثيقها.

-فرز المواد المصورة وارشفتها بشكل جيد وارسالها الى ادارة القسم.

-مراعاة مواثيق العمل الانساني وسياسة المؤسسة في تصوير اللقطات المطلوبة.

المؤهلات المطلوبة

-خبرة لمدة ثلاث سنوات بالعمل الاعلامي.

-مهارة في الإخراج والتصوير باحترافية.

-خبرة جيدة ببرامج التصميم على الحاسوب.

-لغة إنكليزية جيدة.

-لغة عربية ممتازة نحويا.

-ان يتمتع بروح الفريق.

-ان يتحمل ضغط العمل.
