Function and Organizational Relationships

The Program Coordinator (PC) reports to the Head of Programs (HOP). The PC coordinates and conducts project management roles for his/her respective sectoral team (CCCM, Emergency Response). The PC is responsible for the implementation of projects within the sectoral team and is only differentiated from the Project Officer by his/her role in coordinating the team, being responsible for reporting all project activities to the HOP, and supporting the HOP in performance feedback and reviews for the respective team. The responsibilities otherwise mirror those of the Project Officer. The PC leads the team of Projects Officers within his/her respective sector and coordinates with Operations, Logistics, and M&E with the support unit. The PC is directly accountable to the HOP for effectively performing all responsibilities. The PC provides reports on all aspects of the Foundations performance as requested by the HOP.

Main Duties and Responsibilities

  1. Coordinates the design, proposal development, implementation of projects between different project officers.
  2. Supports the development and reviews in coordination with the SPM the overall project work plans and budgets; provides guidance to the employees in their delivery of duties.
  3. Provides technical guidance and oversight to implemented projects.
  4. Lead the technical coordination between Head of Programs and projects to ensure implementation in a systematic and timely manner, to follow work plan targets, achieve technical requirements and complete deliverables in accordance with subproject agreements and budgets.
  5. Support the design M&E framework.
  6. Prepare projects reports, templates, and requirements.
  7. Perform other related duties as assigned.

 Qualifications

 At least five years of relevant experience, including at least three years of experience in CSO management.

  • Minimum Bachelor’s degree in a study area relevant such as political science, development studies, humanities, economics, business administration or related fields; Master’s degree is preferred.
  • Previous experience in relief and development preferably in an international organization or NGO.
  • Professional experience in Project Cycle Management (PCM).
  • Familiarity with the Syrian conflict, Syrian NGOs and stakeholders; personal awareness and engagement.
  • Strong communication, management, and interpersonal skills.

Arabic and English are required, Turkish is an asset.

M&E Officer (Gaziantep)

Position: M&E Officer

 Function and Organizational Relationships

The Monitoring and Evaluation Officer (MEO) is responsible for ensuring the accuracy and reliability and analyses of data collected from the field. He/she works closely with the M&E field and programs teams to provide reliable information for coordination and management decision making and recommendations on projects. The MEO reports directly to the Deputy Director. 

Main Duties and Responsibilities

  • Design of information collection tools and research methodologies and translating these tools and methodologies;
  • Ensure data received from the field is correct and usable for integration into the central database and reporting;
  • Maintain hardcopies and softcopies of all M&E related documents;
  • Collection and management of datasets, including verification and update;
  • Administer the information collected through the feedback and complaints mechanism;
  • Working with the M&E teams in Turkey and inside Syria to brief them on upcoming activities, methodologies, and research tools for M&E activities;
  • Coordinate in identifying and implementing training needs for data collectors where appropriate;
  • Coordinate with other departments to ensure all potential data collection needs are addressed;
  • Draft M&E reports, lesson learned and provide correction inputs;
  • Provide inputs for general reports;
  • Perform other related duties as assigned. 

Qualifications

  • At least three years of relevant experience including one year in NGO setting and preferably in conflict and remote management;
  • Minimum Bachelor’s degree in Statistics, Economics, Business administration or a related field, supplemented by professional training in M&E techniques;
  • Familiarity with the Syrian conflict;
  • Ability to use statistical programs and analyze data, draw conclusions, and High skills in reporting;
  • Good organizational and problem-solving skills;
  • Good interpersonal skills;

Language skills: Fluency in reading, writing in English and Arabic.

Summary and Organization Relation:

The GBV Specialist will be responsible the plan and execute effective deployment of GBV programming to support quality case management, psychosocial support and empowerment activities for vulnerable women, girls, and GBV survivors. The GBV Specialist will be responsible for managing and overseeing the activities associated with supporting the provision of holistic care for survivors of GBV, case management, referrals for specialized health care, psychosocial support, and risk reduction. The GBV Specialist will ensure application of effective program planning, identify bottlenecks in prevention and response, and devise strategies to address them.

Main Duties and Responsibilities:

Job Description of GBV specialist:

  • Managing the time, structuring individual sessions beside to running and supervising case management meetings.
  • Revising and updating capacity building plans during both, individual sessions and during case management meetings once it is needed. Beside to making sure everyone has the chance to participate in case management meetings.
  • Attending sub-cluster and GBVs meetings.
  • Informing specialized service provider with the latest updates of sub-cluster.
  • following up the cases and their progress, beside to supporting case managers when it is needed.
  • Provide technical support while preparing project proposals.
  • Submitting monthly reports regarding specialized services to donors.
  • Helping case managers to document success stories and their requirements with consideration of taking beneficiaries’ consent in order to publish these stories.
  • Conducting technical assessment for case managers according to HR policy.
  • Follow up the documentation of case managers electronically and in paperwork.
  • Providing individual counseling and support for case managers. In addition to helping them to apply self and staff care plans, which is prepared by the GBV specialist.
  • Conducting workshops for humanitarian actors to contribute in protection mainstreaming.
  • Assessing training needs for safe space staff and conducting capacity building trainings for case managers regarding to GBV and protection in general.
  • Updating referral pathway and service mapping.
  • Arranging periodically supervisory technical sessions with case managers, which includes cases’ Discussion whether they are individual or group, and submitting periodic reports.
  • Supporting, following up and supervising case managers, beside to preparing documents and Reports in a professional way.
  • Providing technical support for case managers and facilitators during implementing mitigation Services activities.

Qualifications:

  • Bachelors in Gender studies, Development Studies, Social Sciences, or any other related discipline from a recognized Institution.
  • At least 3 years‟ hands-on experience in gender-based programming is a must.
  • Excellent Non-formal educational skills.
  • Excellent report writing skills in English and Arabic.
  • Excellent Microsoft Office skills.
  • Able to collaborate effectively with staff and stakeholders.

Procurement & Logistics Support Officer

 The Procurement and Logistics Support Officer (PLSO) is responsible for supporting the Procurement Officer and Logistics Officer in all duties. The PLSO reports directly to the HOP. The PLSO is responsible for supporting the organization and implementation of logistics activities, as well as for purchasing of inventory, supplies and capital goods as needed, including negotiating price, delivery and credit terms. Evaluates vendors and determines most cost-effective inventory and reorder levels. The PLSO reports directly to the HOP and is accountable for effectively performing all responsibilities.

Main Duties and Responsibilities

  1. Participate in field-level planning formulation in the area of logistics. Participate in program planning and advising on logistics considerations;
  2. Provide technical and operational support to the Head of Programs and Program Coordinators and their teams, as well as advise on application of logistics management best practices, systems and procedures. Take initiative in management improvement for the logistic functions;
  3. Assess existing logistics operations systems and advise on corrective measures to be undertaken;
  4. Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics;
  5. Design, implement and manage contracts in forwarding, transport and warehousing, where necessary;
  6. Responsible for efficient purchasing of inventory, supplies and capital equipment for the Foundation.  Receives purchase requisitions and verifies for accuracy and authorization(s).  Sources new vendors when necessary;
  7. Prepares and issues purchase orders; determines and negotiates prices, delivery and credit terms; buys according to established company policies and procedures; maintains accurate purchasing records;
  8. Responsible for evaluating, assessing and selecting vendors based on capabilities, performance and consistent quality assurance.  Maintains rapport and good working relationships with vendors; keeps accurate vendor records;
  9. Evaluates inventory reorder levels and quantity price breaks to determine most economical purchasing of inventory and supplies in relationship to Foundation’s cost of capital.  Prepares monthly reports and reviews forecast of purchasing commitments with Deputy CEO;  
  10. Expedites purchase orders as necessary and ensures delivery of purchased items for uninterrupted project/program implementation flow;
  11. Performs other purchasing or inventory control duties as necessary or as requested;
  12. Performs other related duties as assigned.

 Qualifications

  • Minimum Bachelor’s degree in logistics management, economy, accounting, Business Administration or any other related area;
  • At least three years of relevant experience;
  • Previous experience in relief and development preferably in an international organization;
  • Ability to work independently and identify innovative and promising social initiatives;
  • Strong local credentials in the given area inside Syria;
  • Sound understanding of Project Cycle Management;
  • Arabic and English are required, Turkish is an asset;
  • Readiness to relocate to assigned location(s).
