Maram Foundation is a non-profit organization registered in Turkey. Maram is dedicated to providing assistance to refugees and internally displaced persons (IDPs) since the beginning of the Syrian Crisis in 2011. At present, a highly skilled, committed team of more than 300 people shape the organization’s structure.
MF works to provide assistance to the lives of people affected by armed conflict and other situations of violence. We aim to provide cross-sectoral collaborative and sustainable initiatives that bridge humanitarian assistance and development according to the needs of communities living inside and outside Syria.
The Programs Manager (PM) supports the Chief Executive Officer (CEO) and supervises and coordinates the implementation of the foundation’s projects inside and outside Syria or in any other location. Leading the team of the Program unit and coordinating activities delivery with the logistics and support unit. The PM is directly accountable to the CEO for effectively performing all responsibilities. The PM provides reports on all aspects of the Foundations performance as requested by the CEO.

Position Responsible for: WASH, Shelter/NFI, CCCM, Early Recovery, Protection, Education and FSL.
RESPONSIBILITIES
Job Responsibility #1 Program Implementation and Quality Assurance | % 50 |
- Establish detailed implementation plans, including phased budgets, work plans, procurement planning, and indicator tracking.
- Manage programs budget lines, ensure proper and effective use of programs resources, and ensure full compliance with donor requirements.
- Prepare timely programs and donor reports on project activities in compliance with internal Maram requirements and any relevant external donor requirements.
- Lead on projects level progress reviews with relevant Maram departments inclusive of work plan, budget, and MEAL plan reviews.
- Coordinate and collaborate with the relevant technical specialists to ensure the managed programs meet desired outcomes
- Ensure that the programs team is kept informed of developments in Northwest Syria in the area of emergency response and sectorial development.
- Ensure programs data is of good quality with sufficient data review, protection, storage, and analysis to inform project adaption and programs development
- Ensure desc review of all projects folder on a timely basis to document all projects files.
- Participate in all cluster coordination meetings and ensure that Maram remains an active member.
Job Responsibility #2 Staff Management and Capacity Building | % 30 |
- Develop the Programs team skills and train the junior staff to adapt Maram programs SoPs.
- Ensure Maram Programs staff receive strong line management, performance appraisal, and coaching and support.
- Accountable for Maram staff work planning and delivery of results.
- Manage the Programs team, including staff in Syria and HQ office.
Job Responsibility #3 Program Development and Sectorial leadership | % 20 |
- Lead the proposals writing process and budget development in close cooperation with Maram support departments
- Participate in developing the Maram Foundation Cross-Border strategy and provide inputs regarding program objectives during the coming period.
- Provide technical leadership and inputs related to the interventions implemented through Maram in NW Syria, including but not limited to Logical framework, Modality selection, delivery mechanism, and applied tools.
- Financial management of all Maram projects budget lines related to activities, including the monitoring of up-to-date budgets trackers.
- Participate in the planning and coordination of creative, strategic, and meaningful appeals, campaigns, and activities to engage new and existing donors.
QUALIFICATIONS
Education/Training
Required
Minimum Bachelor’s in a study area relevant to civil society such as political science, development studies, humanities, economics, business administration, or related fields; post-graduate degree is preferred.
Experience
Required
- More than 7 years of relevant experience, including at least three years of experience in CSO management.
- Minimum of 3 years of experience as a program manager or coordinator with staff management responsibilities
- Minimum of 3 years of experience working in conflict settings preferably in the context of the Syrian Crisis.
- Professional experience in Project Cycle Management (PCM)
- Familiarity with the Syrian conflict, Syrian CSOs, and stakeholders; personal awareness and engagement.
- Proven experience in the management of large awards from institutional donors, including project design, implementation, and reporting.
- Proven experience working with UN agencies and INGOs as IP or employee
- Proven experience with integrating gender and protection into other program sectors
- Arabic and English are required, Turkish is an asset.
- Valid Turkish residency permits and ability to travel in the region.
