The Maram Foundation for Relief and Development (Maram) is a non-profit organization, founded by American Syrian activists to alleviate the suffering of people in need since its inception to date the foundation had delivered lifesaving aid and developmental projects to hundreds of thousands of Syrian IDPs and refugees along with host committees.

 

Function and Organizational Relationships

Maram Foundation for relief and development Shelter/Non-Food Item (SNFI) Cluster members continue to actively respond to the needs of the newly displaced population as well as protracted IDPs in north-west Syria

Maram Foundation has an immediate vacancy for a Program Coordinator, the Program Coordinator will be responsible for the Shelter/Non-Food Item (SNFI) projects planning, designing, and for the smooth project implementation inside North Syria areas of intervention. She/he will be based in Maram Foundation Gaziantep office.

 

Position: Shelter/Non-Food Item (SNFI) Program Coordinator

Position Reports to: Programs Manager

Duration: Six months extendable

Main Job Duties and Responsibilities

  1. Develop, review and update grant proposals, by leading in technical SNFI projects planning and design, to secure, manage and follow up funding or expansion of the SNFI and Shelter portfolios as per identified needs
  2. Provide direct technical management and technical guidance to SNFI teams across effected areas in North Syria.
  3. Support and guide SNFI teams to ensure that Maram Foundation is implementing high quality programs in accordance with international standards and best practice.
  4. Develop, Revise and acclimate Maram Foundation standards for SNFI technical strategy for North Syria as required, and utilize for input into strategic documents
  5. Advise closely with Field Team on project implementation and ensure alignment to global technical standards, as per North Syria specific context.
  6. Identify gaps and needs in SNFI programs in sites under Maram Foundation areas of responsibility, with a view to generating ideas for future projects with strong beneficiary impact
  7. Support promoting SNFI concepts in relation to local and national authorities in relevant program areas.
  8. Enforce standardization and sharing of experiences, lessons learned, and good practices across sites under Maram Foundation area of responsibility.
  9. Manage quality of SNFI information and information flow to and from field sites, including updates, various reporting tools, and other requests to and from the Clusters
  10. Plan, design, compile and review all donor reports, SNFI cluster reports, advocacy and policy notes and other sectoral products for technical quality assurance.
  11. Manage all SNFI project activities initiation, completion, quality, control, scope, staff, spending, budget, and on-time delivery in accordance with SNFI global and cluster standard activities.
  12. Design, Plan and Conduct contingency planning and activities based and most likely scenarios of population movements.
  13. Work closely with other sector program Coordinators (Education, Protection, WASH, CCCM and ERL) to integrate activities between all sectors of Maram Foundation programs department.
  14. Represent Maram Foundation in all the SNFI and Shelter Cluster at national level and other sector actors, with strong engagement and relationship building.
  15. Support the roll out of GBV Guidelines across targeted clusters (Health, CCCM, Protection, WASH, Education and ERL) in North Syria, with a particular focus on improving the protective environment for women and girls at risk, and GBV survivors, through mitigation and prevention of GBV.
  16. Provide technical and strategic input on behalf of Maram Foundation for Cluster tools, products, and guidance notes for SNFI projects, in line with Humanitarian Response Plans.
  17. Positioning Maram Foundation in cluster lead and co-lead roles at sub-national level, advise Maram Foundation staff in coordination for SNFI monitoring and response, engagement with cluster partners and counterparts
  18. Stay up to date with donor strategies and practices within North Syria and provide technical support and advisory services to beneficiaries’ community.
  19. Coordinate with Programs and HR to allocate adequate staffing in place for SNFI activities, including an appropriate gender balance within the team.
  20. Participate in the recruitment and training of SNFI staff, advising on job descriptions aligned to the needs of SNFI projects
  21. Coordinate ongoing project spending and budget analysis with Programs Department, HR Department, Logistic, and Finance department ongoing projects
  22. Coordinate with HR staff capacity building, training and field services.
  23. Perform other duties assign by CEO or line manager.

Qualifications

  1. Deep understanding of management challenges presented in the SNFI field and the dynamics of humanitarian issues within the global community.
  2. An undergraduate degree in business-related management, political science, development studies, humanities, economics, business administration, related fields;

       Or an Engineering degree with project management, Master Degree    (MBA/MSc) are preferred for this position;

  1. More than seven years of relevant experience, including at least One year in SNFI management.
  2. Professional experience in Project Cycle Management (PCM);
  3. Professional experience with GMS, Proposals development, submissions, follow up, budgeting, financials, revisions and execution.
  4. Comprehensive understanding of the Syrian conflict, Syrian NGOs and stakeholders; personal awareness and engagement;

Job Requirements Related to the Syrian Conflict

  1. In depth knowledge of the Syrian conflict, Syrian NGOs and stakeholders
  2. Flaunt in Arabic and English languages, Turkish language is definite plus.
  3. Valid Turkish residency permits and ability to travel in the region.

SNFI Program Officer – Gaziantep

Function and Organizational Relationships
The SNFI Project Officer will be following up with the Shelter and Non-Food Items (SNFI) projects planning, designing, implementation inside Syria. The projects include the distribution of tents, NFIs and graveling activities for tents roads and yards with proper drainage system, also house rehabilitation is part of the projects. In addition to following up with the support department to ensure the smooth project implementation. She/He will be based in Maram’s Gaziantep office.

Main Job Duties and Responsibilities
1. Design, Develop, Revise, Update, and file with donors SNFI proposals on behalf of Maram Foundation in North West Syria by working closely with other departments within Maram Foundation finance, and logistic departments and other SNFI actors, considering budget, time, and resources.
2. Manage the execution, implementation, budget, resources and on time delivery of new SNFI projects for beneficiaries to meet Maram Foundation standards of quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines.
3. Manage and monitor the ongoing SNFI activities administered directly by Maram Foundation and its partners.
4. Coordinate the activities of Maram Foundation SNFI department with donors, partners, stakeholders, governmental and non-governmental counterparts and local authorities to deliver SNFI services to beneficiaries.
5. Develop, revise and update SNFI Strategy, Support plans and operational plans for Maram Foundation programs in North West Syria by working closely with technical staff of implementing partners and other SNFI actors, taking into account practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
6. Keep Maram Foundation Management up to date on the development and progress of SNFI programs planning, budgeting and input to financial management of the program. Technical Assistance and Capacity Building
7. Provide technical guidance, reports and support to partners on all SNFI related issues, to ensure quality, cost-effectiveness, sustainability and impact soundness in their implementation and in accordance with Maram Foundation policies, standards and priorities.
8. Identify, and address Maram Foundation SNFI staff capacity building activities to address key areas of SNFI importance to beneficiaries and other people in need to Maram Foundation.
9. Monitoring, Evaluation and Quality Assurance
10. Ensure that mechanisms to monitor the performance of Maram Foundations partners on SNFI activities in the IDPs camps / settlements / host community are in place.
11. Manage and coordinate with M&E SNFI Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information Reporting
12. Design develop Reporting System to report regularly on SNFi activity for all SNFI partners while maintaining accurate records of all relevant SNFI performance indicators.
13. Enforce country regulations and laws.
14. Performs other related duties as assigned by line manager.

Qualifications
1. University degree in civil/ architecture engineering or other relevant technical background.
2. Good understanding of management challenges presented in the SNFI sector and the dynamics of humanitarian issues within the global community.
3. More than Two years of relevant experience, including at least One year in SNFI management.
4. Good experience in Project Cycle Management (PCM);
5. Good experience with GMS, Proposals development, submissions, follow up, budgeting, financials, revisions and execution.
6. AutoCAD skills
