Program Officer (Gaziantep)

The Program Officer (PO) is responsible for the management and delivery of project activities and budget, timely reporting and regular monitoring and evaluation of project achievements. The PO reports directly to the Program Coordinator or Programs Manager and is accountable for effectively performing all responsibilities.

The Program Officer will report to the Programs Manager on a frequent and scheduled basis.

Main Job Duties and Responsibilities

  1. Take primary responsibility for coordinating the work of the project activities including ) Protection activities {GBV & CP}, vocational training, life skills and related activities).
  2. PO provides day to day management for assigned project
  3. Prepare the overall implementation plan of the project.
  4. Diligently manages the project from inception to the signing of the contract and financial closure;
  5. In coordination with protection team specifying the technical requirements needed for the staff working in Syria on field in terms of project activities timing, strategies and grant support.
  6. Specifying the technical requirements needed for the staff working in Syria on field in terms of vocational training timing, strategies and grant support.
  7. Ensures assignment and receipt of reports and data from field staff;
  8. Reviews and ensures accuracy and proficiency of reports of field staff before assembling and finalizing to be sent to others(anyone outside Maram or Donors)
  9. Preparation of weekly, monthly, quarterly and final reports of the project.
  10. Preparing the 4W reports for the cluster.
  11. To ensure that the exit strategy for sustainability in addition to the daily works of achieving the targets are in place.
  12. Perform any other tasks as instructed by line Manager
  13. Reviews all completion reports (financial, logistics, human resources, etc.) of the project before sending to any party outside Maram;
  14. Holds regular meetings with project field staff inside Syria to find out the obstacles and try to solve problems independently;
  15. Assists in proposal writing;
  16. Work with the M&E to ensure accurate and timely flow of information from the field for entry in the database and for preparation of PR materials.
  17. Working closely with both logistic and finance team for required issues
  18. Participate in ad-hoc studies and assessments related to livelihoods and capacity analysis
  19. Support profiling studies to identify individuals for socio-economic programme.

Qualifications

  1. University degree (BA/BSc) in Economics, Business, Management or other relevant field.
  2. Good   understanding of management challenges presented in the ERL& Protection field and the dynamics of humanitarian issues within the global community.
  3. At least 1 years’ relevant work experience in the field of vocational training, life skills, income generation and community mobilization, preferably working with a humanitarian or development organization.
  4. Good experience in Project Cycle Management (PCM);
  5. Good experience with GMS, Proposals development, submissions, follow up, budgeting, financials, revisions and execution.

Job Requirements Related to the Syrian Conflict

  1. In depth knowledge of the Syrian conflict, Syrian NGOs and stakeholders.
  2. Minimum 1years of experience of project implementation in humanitarian context.
  3. Documented results related to the position’s responsibilities.
  4. Fluent in Arabic and English languages, Turkish language is definite plus.
  5. Turkish nationality or Valid Turkish ID and ability to travel in the region.
  6. Good understanding of GBV/CP principles.
  7. Basic understanding of economic recovery modalities

Technical Requirements

  1. Microsoft office 365 (Especially MS Excel).
  2. Project Management / familiar with Project Management Software
  3. Budgeting and Accounting Skills
  4. Social media
  5. Excellent communication, interpersonal, and problem-solving skills.
  6. Ability to collaborate effectively with staff and stakeholders
  7. Excellent report writing skills in English and Arabic.
  8. Proficiency in the following computer programs: AutoCAD (or equivalent CAD software
